The head of the state Department of Corrections has ordered that victims of sex crimes must be notified when those convicted of the attacks remove their state-issued GPS tracking device.
DOC Secretary Eldon Vail's mandate comes less than a week after David Torrence, a Level 3 offender, apparently sliced off his ankle bracelet and vanished from the Snohomish area.
The Monroe woman who was raped by Torrence in 1995 when she was 15 said Tuesday that Vail's action is a little late.
"I'm glad they are trying to change their policy, but I can't believe they didn't do it before," said the woman. "I never thought I would be living through this nightmare again. I just hope he goes to prison where he belongs."
The woman said that with Torrence on the loose, she's afraid to leave her house and is worried about the safety of her five children.

Wasn't there discussion about putting chips inside of people and whether it would work or not? Well, here's the case study if they want one! Maybe criminals like this guy should have the chips put inside of their bodies, don't tell them where it is....or, LOL, tell them it's implanted in their...ummm..."little brain". Lets see them cut that off in order to escape being tracked!

An RFID chip, like your pets get, needs a big scanner to be read so wouldn't be terribly practical. All it does is hold a number that can be read, so it needs no power and no smarts.
The man to speak to about implantable technology is Kevin Warwick. He's a Professor of Cybernetics at the University of Reading and uses himself as a guinea pig.
There is another guy in the US that is doing similar, but not as scientific, he chipped himself and his girlfriend so they can open the electronic door locks at their condo and also unlock and start their Honda....I hope he never changes girlfriends.....that could be a problem....One was active, one was passive.
